Eligibility and selection
A published call will set eligibility, research experience requirements, scope, deadlines and objective assessment criteria. Independent reviewers will declare conflicts of interest and record their decisions.
Use of funds
Each award will define its approved budget, eligible costs, milestones, reporting duties and payment conditions. Research assessment, financial review, payment approval and payment execution will have distinct responsibilities.
Open results
Agreements will specify intellectual property, third-party rights and the conditions for open publication of software and research outputs. Openness does not permit disclosure of patient information or material without the necessary rights.
Evidence and accountability
Verified project outputs, progress reports and financial records will inform assessment. Website activity, AI call counts or a model's own claims do not demonstrate research quality and will not automatically trigger payment.
